Santa Clarita Valley Groundwater Sustainability Agency (SCV-GSA) is seeking qualified candidates for a Stakeholder Advisory Committee (SAC) that will provide the SCV-GSA with insight, support and expertise on various social, cultural and economic issues impacting groundwater management in the Santa Clarita Valley. This Stakeholder Advisory Committee will be formed to represent environmental interests, groundwater pumpers, business and members-at-large.
The SAC will review workshop information and materials, consider various Groundwater Sustainability Plan (“GSP”) components and make recommendations that will be considered by the SCV-GSA Board of Directors (“Board”) and staff. Feedback from the SAC will play an important role in helping SCV-GSA develop a fair and equitable Groundwater Sustainability Plan.
SCV-GSA is seeking representatives from specific stakeholder groups. All applicants must have a direct connection to the stakeholder group they are representing, and criteria for each group are described in the Stakeholder Advisory Committee Guidelines. An applicant to the SAC may only apply to represent a single stakeholder group from the list below:
- 1 representative of environmental interests;
- 1 representative of large pumpers (more than 25 acre-feet per year);
- 1 representative of medium pumpers (Greater than two to 25 acre-feet per year);
- 1 representative of small pumpers (Up to two acre-feet or less per year);
- 1 representative of the business community; and
- 2 members-at-large
Expectations
The SAC will have an initial “Groundwater 101” workshop in February or March 2020. Members can expect another 15-20 meetings through December 2021, which includes up to six public workshops. The SAC will review and provide input on topics to be presented at those workshops, then help incorporate the public comments received into the GSP. Some of these topics will include basin setting, groundwater/surface water interaction and sustainability criteria, among others.
Subject to the Brown Act, all SAC meetings will be open to the public.

As a 33-year resident of the Santa Clarita Valley, I feel a responsibility to my community, and have been looking for an opportunity to utilize my wealth of experience and knowledge. My time in the fire service afforded me a unique skill-set, and in particular, water delivery. I supervised The Hydrant Unit and worked closely with The Department of Water & Power (DWP) in Los Angeles. Furthermore, this is an exciting and unique time to be a part of any work related to water management in the Santa Clarita Valley since the operations of the formerly separate water agencies are being merged into one. The Nature Conservancy is one of 7 members of the Fox Canyon GMA's Technical Advisory Group. I have been very engaged in designing and implementing the Fox Canyon groundwater market. I am also engaging in the preparation of the Fillmore and Piru basin GSPs. FivePoint has constructive working relationships and technical expertise which it can contribute to development of a groundwater sustainability plan which is fair and equitable. | The SAC guidelines require that members of the large pumpers stakeholders group own or lease property overlying the Basin and extract from their wells in the Basin, on a 10-year average from 2009 through 2018, 25 or more acre-feet per year of groundwater. FivePoint meets these criteria. As a large user of groundwater with ownership of substantial amounts of land overlying the basin, FivePoint is qualified to speak on behalf of the large pumpers stakeholder group. FivePoint also has a long history of working constructively with other Santa Clarita Valley water users and promoting sustainable development in the Santa Clarita Valley. FivePoint would like to bring its experience and expertise to the table to help achieve sustainable groundwater management in the Santa Clarita Valley basin. The Ranch has been actively engaged in both agriculture and active film production under Disney’s ownership since 1955 – and it is groundwater that makes possible the crops we grow, and the backdrops and sets upon which the Ranch’s film production business relies. When wildfires come, it is our groundwater that enables the Ranch to support firefighting efforts from our dedicated heli-tank. We are constantly mindful of how important this key resource is, and would welcome an opportunity to participate in this effort to ensure the sustainability of the Santa Clarita Valley’s groundwater resources for generations to come. | The 890-acre Golden Oak Ranch overlies the Santa Clara River Valley East Subbasin, and its operations have extracted more than 25 acre-feet of groundwater per year from onsite deep wells for decades. Neither Golden Oak Ranch Properties nor its representative to the SAC is or would be an employee, consultant, and/or elected official of any SCV-GSA member agency. The Ranch has played a significant role in the region’s economy for over 50 years and is well-qualified to represent the Santa Clarita Valley’s large pumpers. As a business that relies heavily on groundwater to sustain its multiple uses (principally agriculture and film production), Golden Oak Ranch Properties is keenly aware of the significance of groundwater to large business operations such as ours, of the need to sustainably manage this critical resource, and of the likely impacts on large pumpers of various approaches that might be proposed during development of the SCVGSA’s groundwater sustainability plan. In addition to having practical experience with large-scale use of groundwater, the Golden Oak Ranch – including its intended representative, Ranch Manager Steve Sligh – is well-qualified to participate in this public process on behalf of large pumpers and to articulate that group’s thinking, goals, and concerns. The Ranch enjoys the support and resources of the Disney enterprise, which places a high priority on environmental stewardship. We understand and will meet the roles, responsibilities and expectations of SAC members as set forth in the application materials. The property is serviced by a well which taps into groundwater replenished by water from the Bouquet Dam across Bouquet Creek. For the past 14 years, the water released from the Dam is insufficient to replenish the groundwater as called for in the 1937 agreement with the LADWP. Consequently many wells have run dry. I represent the Bouquet Canyon Network which is a group of approximately 2500 residents of Bouquet and Vasquez Canyons. I believe our input into the Advisory Committee will be helpful. | As a long time resident of this Valley since 1969, I believe I am experienced in the water issues of our area. I will be happy to work with others to sustain our water. |
